DTO Education Travel Survey
Understanding the way school children travel
is vital to transport and travel planning.
As lead contractor MVA Consultancy designed, managed and co-ordinated
travel to education surveys in primary, secondary and tertiary
education establishments across Dublin, ensuring a representative
sample for each of the defined model zones. Fieldwork and data
entry was undertaken by Field Research Ireland to our specification.
MVA Consultancy undertook quality checks, data processing and
analysis, working with the DTO to ensure the model inputs were
as robust and accurate as possible. The data, combined with 2006
census travel to work data, enabled the DTO to update its AM-peak
transportation model. A mixture of self completion and supervised
self completion approaches was used to collect the data.
Observational Survey of School Buses
Commissioned by Bus Eireann, MVA carried out an
observational survey identifying the impact on driver behaviour of
'Flashing Lights' on school buses.
Bus Éireann is committed to providing the highest standards of safety
and security for school children travelling on its dedicated school buses, and
promoting responsible, safe behaviour by motorists on the bus routes served.
Rear-mounted flashing lights, activate when the driver is slowing down to pick
up/drop off the students. The aim is to increase motorists’ awareness
and attention to the presence of children boarding and alighting at bus stops,
and thereby encourage safer driver behaviour.
Although a flashing lights scheme has previously been trialled, the impacts on
motorists’ behaviour had not previously been monitored.
Accordingly, Bus Éireann planned to introduce a flashing lights scheme
in three locations where a variety of routes and vehicles operate, in order to
monitor the impacts of this scheme and evaluate the benefits of extending it
more widely. MVA proposed an extensive survey of seven routes where the school
bus flashing lights initiative was piloted, followed up by an in-depth case study
to ensure that the work achieves maximum coverage to inform the national picture,
whilst also detailed data was collected at the local level to provide precise
accounts of what worked and why. We also advocated a 360 degree approach which
allowed motorists to reflect on the examples of good practice identified from
the survey, and provided feedback and further comments in relation to implementation
feasibility to inform future policy development in this area.
School Transport Strategy Research
MVA Consultancy was commissioned by Bus Éireann
to research business models for the provision of bus-based school
transport in the UK. MVA reviewed existing legislation in the UK
in relation to school transport and summarised the requirements for
bus-based options. Case-studies were prepared illustrating current
best practice in the delivery of school bus transport in the UK.
