TfL is preparing
a programme of Rail Corridor Plans (RCPs) to address London's needs
and provide input to Network Rail's Route Utilisation Strategies
and the Department for Transport's franchise specifications. MVA
was commissioned to review existing work on the Great Northern and
Thameslink RCP, and take forward the analysis to Stage 2, including
the development of business cases for improvements. The analysis
will address capacity and performance, station facilities, accessibility
and social inclusion, and access to major urban centres. It will
be set in a London-wide context, dealing with issues such as travel
demand management, zonal fares policy, policing and security. The
process will include regular contact with stakeholders to help inform
the development of the RCP.
