A consortium led by Hamilton & McGregor
has been selected by the Scottish Executive to provide Noise Mapping
Services in Scotland. The consortium includes MVA Consultancy, ACCON
and GEMsoft7.
The goal of the project is to produce noise maps for
Scotland to comply with the Environmental Noise Directive (END)
(2002/49/EC). The aim of the END is to provide a common approach
across the European Union to avoid, prevent and reduce on a prioritized
basis the harmful effects, including annoyance, due to exposure
to environmental noise. This imposes a requirement upon Member States
to: inform the public about environmental noise and its effects;
produce strategic noise maps for large urban areas (referred to
as 'agglomerations' in the END and Regulations), major roads, major
railways and major airports; produce action plans (based on the
results of the noise mapping exercises) to manage and reduce environmental
noise where necessary; and consult with stakeholders to preserve
environmental noise quality where it is good areas with low or no
environmental noise.
Hamilton & McGregor will lead the noise modelling
and analysis. MVA Consultancy will integrate the transportation
data sets and spatial data layers in a GIS database.
