School Buses – Do flashing lights influence how drivers respond?

Bus Éireann is committed to providing the highest standards of safety and security for school children travelling on its dedicated school buses, and promoting responsible, safe behaviour by motorists on the bus routes served. Rear-mounted flashing lights, activated when the driver is slowing down to pick up/drop off the students, have the potential for contributing further to road safety by increasing motorists’ awareness and attention to the presence of children boarding and alighting at bus stops, and thereby encouraging safer driver behaviour. However, although a flashing lights scheme has previously been trialled, impacts on motorists’ behaviour have not previously been monitored.
Accordingly, Bus Éireann planned to introduce a flashing lights scheme in three locations where a variety of routes and vehicles operate, in order to monitor the impacts of this scheme and evaluate the benefits of extending it more widely. MVA Consultancy is working with Bus Éireann to carry out this evaluation with an extensive survey covering seven routes where the school bus flashing lights initiative will be piloted. The initial observational surveys will then be followed up by in-depth case studies to ensure that the work is a robust platform on which to take forward a national strategy.
