MVA Consultancy appoints Director of Transport Economics

Leading transport planning specialist MVA Consultancy has appointed Paul McCartney as director of Transport Economics.
Paul joins MVA Consultancy’s 450-strong team from his former position as associate director at Halcrow.
Based in MVA’s Edinburgh office, his appointment will enhance the expanding multi-disciplinary Scottish team.
Bringing to MVA a wealth of experience spanning two decades, Paul spent 13 years as an economist with the formerly named Scottish Executive, nine years of which focused on advising on transport issues.
He has an extensive track record in providing economic advice on the development of transport policy, particularly the economic viability and value for money of major transport projects in Scotland.
Paul has advised the Scottish Executive on the concepts and role of appraisal within transport policy, with a particular focus on the application of the Scottish Transport Appraisal Guidance (STAG), of which he was a co-author.
He has also played a key role advising on projects including the evaluation of Scotland's National Concessionary Travel Scheme, the development of the Road Equivalent Tariff for the Scottish ferry network, the appraisal of options for the National Transport Strategy, the STAG appraisal of the Glasgow Fastlink, the Highlands and Islands rail study and reviewing the effectiveness of the Scottish Government's air discount scheme.
