MVA Consultancy has been appointed to build an aviation demand and emissions policy model to aid understanding on how increasing UK aviation emissions could be mitigated.
The leading transport planning specialist has been commissioned by the Committee on Climate Change to create a policy model forecasting UK aviation demand and emissions scenarios to 2050. This includes both passenger and freight demand.
As part of the study, MVA’s Aviation consulting team will carry out a review of the latest Department for Transport air passenger demand and CO2 forecasts, as well as other relevant public and private sources.
MVA’s work also includes a review of demand drivers – such as price and income elasticities – an analysis of how demand translates to flights and emissions and the impact of video conferencing on demand for flights.
Following an analysis of the diverse factors affecting air demand, MVA will construct a
user-friendly model for projecting demand and emission scenarios allowing the generation of a range of plausible forecasting scenarios.
These scenarios will enable testing of a wide range of policy measures by the Committee on Climate Change to see how UK aviation emissions could be reduced to below 2005 levels.
Charles Scales, Director, Aviation and Airport Planning at MVA, said: “We are delighted to be delivering this cutting edge project for the Committee on Climate Change in this most important area for the UK aviation industry and the environment. We believe this work will aid the complex decision-making process to ensure the right mitigation strategies are adopted by the UK Government.”
