MVA Consultancy has been commissioned to study the development of a series of Biking Boroughs in Outer London.
The industry leading transport planning consultancy has been selected to undertake the projects which will explore the potential development of Biking Boroughs across Hillingdon, Ealing, Redbridge, Brent and Hounslow.
Biking Boroughs and their associated cycle hubs form the third pillar of Transport for London’s (TfL) proposed cycling revolution following the public Cycle Hire scheme and Cycle Superhighways schemes.
MVA has been appointed to develop a clear and innovative strategy to define the characteristics of the Biking Borough, with a robust supporting methodology to identify potential sites for cycle ‘hubs’ and supporting schemes and initiatives to carry forward into the second Local Implementation Plans (LIP).
MVA’s specialist team will carry out a review of the current cycling trends in each Borough as well as relevant policy and data sources on cycling including London Travel Demand Survey (LTDS) and MOSAIC data on lifestyle attitudes. A mapping exercise will be used to identify gaps in the current cycle network.
Best practice guidance on cycle infrastructure locations and initiatives to be employed across the Boroughs will also be developed as part of the project, and MVA will provide expert advice on possible funding sources including the re-allocation of LIP funding. The studies are due to complete by end March 2010.
David Hampton, who is directing the studies at MVA said: “Cycling remains an essential part of the travel mix and these studies aim to show how the potential for more cycling in Outer London can be realised. More than half of car trips in outer London are less than 2 miles, so are there is the potential to cycle. Having previously helped TfL in developing their Delivering the Benefits of Cycling in Outer London Report to understand the barriers to cycling, it is now fitting that we are helping these five boroughs to prepare their own strategies to unlock that potential.”
