A3 Hindhead tunnel

We were commissioned in December 1999 to lead
a multi-disciplinary team on a year-long study of how tolling can
help in providing a tunnel bypass to the A3 at Hindhead, Surrey.
A programme of roadside interview, stated preference
and other surveys formed the basis of a traffic model designed to
allow toll
charges to be taken into account in driver route choice decisions.
A range of tolling regimes was tested. Traffic diversion from the
A3 to local roads was considered carefully.
The study also included examination of possible
toll plaza layouts and sites, environmental and economic appraisals,
public
transport assessment, and an extensive two-stage process of involving/consulting
the public, interest groups, other organisations and local authorities.
The conclusions were: the tunnel without tolls
would be good value for money; tolling is feasible and there are
acceptable
plaza
locations; but, for environmental, economic and financial reasons,
tolling should not be considered before free-flow automatic
tolling systems become available.
