Feasibility Study on Developing a National Database of Blue Badge Holders

In December 2002, the first stage of a comprehensive review of the blue disabled persons' parking badge scheme was completed with the acceptance by the Government of a number of recommendations by the Disabled Persons' Transport Advisory Committee (DPTAC, the Government's statutory advisers on the transport needs of disabled people). One of the recommendations to assist with the administration and enforcement of the Scheme was the introduction of a national database of blue badge holders. The purpose of this research was to to establish the viability of having such a database and to identify appropriate organisations which could take on responsibility for it.
