Traffic study of the Dubai Toll Collection System

The Government of Dubai Roads and Transport Authority considered implementing a Toll Collection System within the Emirate of Dubai. The major objectives of this system were to reduce congestion and to generate funds to participate in future major transportation systems and projects. The purposes of the traffic study were to identify tolling schemes, assess traffic and public transport impacts, draw up short and mid- to long-term proposals for public transport, identify economic impacts, suggest a phasing plan, conduct an economic feasibility study and assess the impact on the Dubai economy. The selected scheme comprised tolling on Sheikh Zayed Road, across the Creek, and on a Dubai city cordon, for implementation in 3 phases. Principal components were multi-modal modelling, Stated Preference, and a survey of businesses.
