Forecasting statistics and data management

EUROCONTROL is responsible for co-ordination and development
of air traffic control by each member state. The current planning
method failed to adequately represent the impacts of capacity constraints
(airport and air traffic control). EUROCONTROL therefore conceived
a forecasting statistics and data management project to help improve
the forecasting credibility and made best use of the data available.
We identified needs through involvement and discussion with stakeholders.
This concerned both
the forecasts and the statistical analysis of aircraft movement
data; developing and specifying a forecasting methodology to meet
these needs; specifying developments to the data management systems
to enhance their ability to meet the needs of the new forecasts
and other data users. The concluding reports were the specification
for
the subsequent implementation phases of the project.
