Review of London rail fare elasticities

We carried out a review of the available evidence
on fares elasticities for rail journeys in the London area. The aim
of this was to reach an industry consensus on the most appropriate
value to use for demand forecasting and revenue allocation in the
London area. Academics who authored the research papers and guidance
such as the earlier versions of the Passenger Demand Forecasting
Handbook (PDFH) and the 'Black Book' were consulted and the views
of key stakeholders including ATOC, the Department for Transport
and Transport for London were sought.
