Greenbank Railway Station Business Case

We developed a business case for a proposed railway station at Greenbank, east of Blackburn. This business case was consistent with 'Stage 2 - Project Scoping and Initial Appraisal' as defined by the Strategic Rail Authority. This study comprised three workstreams: operations and performance; technical; and commercial and economic. Patronage forecasts were developed to inform each workstream. The operations and performance workstream focused on establishing that an additional stop could be accommodated in the timetable and that train and network capacity were adequate. The technical workstream established the engineering feasibility of the proposal and capital cost estimates. The commercial and economic workstream appraised the proposal against central government's five objectives for transport.
