The Congestion Charging Scheme for central
London started on 17 February 2003. Following the work
we did for Transport for London in summer 2001 to specify the system
to be used for monitoring the effects of the CCS on a before-and-after
basis. TfL commissioned us in October 2001 to implement this monitoring
system. We are required to collate existing data from a number of
stakeholders (including London Buses, London Underground and the
Department for Transport) and to undertake a programme of surveys
(with associated analysis) covering the period from late 2001 up
to December 2005.
The work includes:
- automatic and manual classified counts
- junction turning movement counts
- speed surveys
- bus and private vehicle occupancy surveys
- surveys of park-and-ride travel at selected Underground
and National Rail stations
- Central London rail terminal station counts
- taxi diary surveys and counts on two screenlines
- journey time surveys using Automatic Number Plate Recognition
(ANPR) cameras
- journey times from a panel survey of 200 regular
drivers to and through the CZ
- a Diary of Events causing abnormal transport
and traffic conditions
