Appraisal and Audit of LRPO PPP Model

A further project for the Rail Procurement Agency related to the design and construction of light rail alignments for Greater Dublin, of which the first, LUAS, is already under construction. These lines would be procured as Public Private Partnerships (PPP) with the contracting entity taking the revenue risk. The Agency commissioned a model for this purpose of estimating demand and revenue for each line, using inputs from the Dublin-wide multi-modal model, which is now complete and available for use. We were appointed to audit the model. Our work covered the modelling framework, public transport model, responses to changes in land-use and trip generation/distribution and ease of model use.
