Business Case for full Manchester Metrolink

We provided transport modelling support to the development of an appraisal framework for a revised Metrolink Major Scheme Business Case funding submission, including application for funding from the Transport Innovation Fund (TIF). Our support is through forecasts and advice based on the Greater Manchester Strategy Planning Model (GMSPM) and the Greater Manchester Countywide Public Transport Model. The principal role of GMSPM was to provide future year travel growth to a detailed demand model and public transport assignment model. In developing the Major Scheme Business Case we needed to present the Metrolink scheme within its wider context and as part of a coherent Integrated Transport Strategy for Greater Manchester. GMSPM was ideally suited to the role of examining these strategic issues and provide quantified evidence in support of Metrolink. Through its land-use component (the David Simmonds' DELTA model) it also provides the capabilities to look at the Wider Economic Impacts, which appear as part of the Department for Transport guidance for TIF bids and potentially also apply to Major Scheme Business Cases.
