The National Development Plan (2000 to 2006) included
proposals to upgrade the N7 between Portlaoise and Limerick and the
N8 between Portlaoise and Cork to high quality dual carriageway/motorway
standard. The N7/N8 scheme at Portlaoise was part of these proposals
and was selected in 2000 to be progressed as a PPP scheme. The scheme
involved the provision of 41km of 2 lane motorway, 3km of single
carriageway link roads, approximately 15km of side roads, 3 grade
separated junctions and a motorway interchange. There is a single
toll plaza on the motorway section between the motorway/motorway
interchange and the Portlaoise Bypass. We provided traffic and revenue
forecasts for Eurolink who were one of the bidding Consortia. We
assembled and assessed existing data, developed a base year highway
traffic model in SATURN, and developed a forecasting model based
on economic and demographic growth. A number of forecasting scenarios
were agreed with the client and traffic and revenue forecasts produced
for each year in the Concession period.
