N7/N8 Portlaoise Motorway

The National Development Plan (2000 to 2006) included proposals to upgrade the N7 between Portlaoise and Limerick and the N8 between Portlaoise and Cork to high quality dual carriageway/motorway standard. The N7/N8 scheme at Portlaoise was part of these proposals and was selected in 2000 to be progressed as a PPP scheme. The scheme involved the provision of 41km of 2 lane motorway, 3km of single carriageway link roads, approximately 15km of side roads, 3 grade separated junctions and a motorway interchange. There is a single toll plaza on the motorway section between the motorway/motorway interchange and the Portlaoise Bypass. We provided traffic and revenue forecasts for Eurolink who were one of the bidding Consortia. We assembled and assessed existing data, developed a base year highway traffic model in SATURN, and developed a forecasting model based on economic and demographic growth. A number of forecasting scenarios were agreed with the client and traffic and revenue forecasts produced for each year in the Concession period.
