We were appointed by Bouygues Travaux Publics SA as traffic and revenue advisors for the New Tyne Crossing PPP study. As one of the bidders for the 30 year concession, Bouygues would be required to pay for, design, and construct an immersed tunnel in the vicinity of the existing Tyne Tunnel and operate both tolled tunnels, and pedestrian and cycle tunnels, during the concession period.

The new tunnel, estimated to cost £180 million to construct, is expected to be opened in 2009. As advisors, we converted an existing TRIPS highway model to SATURN in order to assess predicted traffic volumes along the A19 corridor and over the existing cross-Tyne links. To facilitate this process we commissioned traffic surveys and reviewed land-use and planning data to update all model inputs to a 2006 Current Year. The assignment model was run for three time periods and four journey purposes. The resultant model was revalidated based on screenline flows, queue lengths and journey times. Having validated the model, demand forecasts for four future years were developed.

A desk-top review of values of time undertaken by MVA was used as input into the revenue forecasts, for which various risk scenarios were assessed. The demand and revenue forecasts were audited by an external consultant.
