New Mersey Crossing Phase III Toll Feasibility

We were appointed by Gifford and Partners to assess reaction to a new crossing of the Mersey. The current Mersey crossing between Runcorn and Widnes on the Silver Jubilee Bridge experiences severe congestion. A new bridge is proposed over the river. Either the existing or the new bridge is likely to be tolled. This quantitative survey sought to find out how the new bridge would affect routes taken by drivers and how a toll on either bridge would affect choices. Surveys, including a Stated Preference exercise, were distributed to households and businesses in the vicinity of the bridge.
