Optimsation of the location of UK Passport Offices

This project was to calculate the optimum location
of passport offices within the UK, given a set of considerations.
The project was split into two parts. Part 1 was the calculation
of journey times to a set of 200+ candidate office locations. This
was performed using ACCESSION and performed for both PT and Car modes.
Part 2 took the results of these calculations and used 'Flowmap'
to compute the optimum configuration, considering requirements such
as office running cost and the social costs of travelling. Two scenarios
were considered - a cost optimised network (considering cost aspects)
and a travel optimised network (inclusion of maximum travel distance
constraints).
