We supported the South Hampshire Supertram Consortium
in its bid for South Hampshire Rapid Transit (SHRT). The study helped
establish patronage, revenue and overall viability of the scheme.
The team developed modelling tools necessary to optimise the commercial
bid strategy, generate investment-grade forecasts of patronage and
revenue and produce reference case forecasts as a starting point
for bid optimisation. These were designed to take into account service
levels, fare levels and fare structures on SHRT and other modes,
competitive responses by other operators, major highway developments
and park-and-ride. We developed reference case forecasts with variants
to estimate the financial performance of a fully compliant bid, as
the basis for development of a more detailed offer.
