The project took two phases. The first phase contained
a consultation with the client as to their requirements for the model.
The consultation centered around typical policies that they wished
to evaluate now and those likely to be tested in the future, zoning
systems, input and output requirements and suitable sources of data
for the model. The information collected was then used to write a
detailed specification for model. Once Transport for London had accepted
the specification, we then built the model. The model has bus, underground,
rail, car and walking/cycling as the main modes. It is fully multi
modal, operated using a macro and contains information on operating
data, demand data and other economic parameters and elasticities.
As well as the base 2001 data we have built six scenarios, a high
and a low scenario for 2011, 2016 and 2021. The model has a scenario
generator which is an add-on and allows future scenarios with different
operating patterns to be developed. The model has been built to be
user friendly and produce graphical outputs as well as an economic
evaluation and information on mode split. The model works 'instantly'
and therefore can evaluate policy ideas quickly to see which are
worth developing further.
