SRA fares implementation

MVA was commissioned by SRA to explore the best way of implementing fares in the PLANETsuite.

Phase 1 of the study developed an overall framework for fares modelling which was not constrained by PLANET capability. This was because some of the constraints of PLANET may be removed in future versions.

Phase 2 developed practical fares modules and implemented them in the existing PLANET software. This was different in the case of the PLANET Strategic model from the other PLANET models. The fares modules were constrained by what was practicable and value for money.
