strategies for transport operators as part of their business cases
for franchises.
We have provided rail franchise bidders with advice
on the impact of changes to fare regulation and the opportunities
for harnessing
the benefits of demand management through pricing incentives to
travel in the off peak and shoulder peak, thereby releasing peak
capacity
and encouraging modal shift and generation of new demand for rail
services.
Our expertise has also been applied to the assessment
of the traffic diversion impacts of motorway charging and the feasibility
of trunk road charging. Our expertise on urban congestion charging
has been applied in strategic transport planning studies for seven
major cities – London, Birmingham, Bristol, Edinburgh, Leicester,
Liverpool and Manchester – which have or are developing congestion
charging options.
