We support organisations such as the European Commission
with technical expert services, advising on policy development and
implementation of day-to-day operation of programmes. We also offer
experience in evaluation of EU programmes.
The issue
Sound management and appraisal of large international
funding initiatives is critical to their success. In many cases the
Ministry or Directorate
lack specific technical expertise and need external technical
support to deliver on political objectives. Our staff fill those
gaps by
working closely with the client.
Programme evaluations are an essential part of public
sector management practice. The rationale for an evaluation is often
a legal requirement,
but embodies a practical desire to maximise impact and reach
the overall objectives of a programme. Our work forms a key
component
to improve public programmes by advising decision-makers of
a programme's
value (ex-anti and ex-post), thus contributing to the policy
management process. It also informs managers of the efficiency
of implementation
mechanisms.
How we can help
Our approach is to work closely with stakeholders,
those responsible for programmes and monitoring committees, depending
on our
role, to help them:
- develop appropriate work programmes;
- implement calls for proposals and tenders;
- negotiate and monitor contracts;
- perform an independent evaluation of a programme
to determine efficiency and effectiveness of delivery; and
- validate policy options.
One example of our continued involvement is our
work on the mid term evaluation of the ESPON
2006 programme
in
INTERREG
III,
its update
a year later and a subsequent study to identify
lessons for the development of ESPON 2007-1013.
